Rural Tax Credits Project – Citizens Advice Bureau

CAB Cornwall is currently running a project aimed at Liskeard, Looe, Launceston, Callington and the surrounding areas. This project aims to increase incomes, by checking eligibility and helping with the claiming process for a range of benefits including, tax credits, housing & council tax benefits, pension credit, disability benefits or help with childcare costs.

This could also assist self-employed people who can then concentrate on building up their businesses without the initial worry of low income.

Christina Elia, who is managing the project, says “there are many people living in rural areas throughout the UK completely unaware of the benefits to which they are entitled. Many are just making do. This project will raise awareness and hopefully encourage people to come forward for more information and help”.

Two local advisers are based in Liskeard and Saltash to cover the community network areas of Liskeard and Looe, Callington and Launceston. For further details please ring Kathy on 01579 349513 or Jane on 01752 848626 in complete confidence.

The project is being funded by the East Cornwall Local Action Group, part of the Rural Development Programme for England (RDPE).

Police Information

As you will no doubt have heard on the news, the Devon and Cornwall Police has suffered a cut of £47million in its budget over the next four years. The result is a cut in police numbers that will affect the Liskeard area in the following ways. 24/7 response policing, dealing with emergency calls, will remain at Liskeard, but will cover a wider geographical area with fewer staff. The non-urgent reports will be dealt with by officers called Local Policing and Partnership (LPP) Officers. They will work alongside the existing Neighbourhood teams. Your Neighbourhood Beat Managers (NBM’s) and PCSO’s will remain for the time being, but neither is immune from future changes. The role of the Neighbourhood and LPP staff is very wide with an exception that NBM’s in particular will be required to deal with more tasks which will erode their capacity for Neighbourhood issues. Fortunately we will be keeping our Station Enquiry Office open but it will be the only one in South East Cornwall. Please continue to support our officers as you do during this challenging time while we struggle with these enormous cuts to the policing budget both here and nationally.

Report of the Council meeting September 2011

Police Report –
PCSO Steed reported that there were 4 reportable crimes in St. Cleer (a 5th was not regarded as a crime). Crimes included the theft of a sign opposite the church, a damaged vehicle in Fernside Park, theft of a solar light and damage to the garage in St. Cleer. PCSO Steed confirmed that the sportsground would continue to be monitored following reports of anti social behaviour. Parking issues in Diggory’s Field and Gwelmeneth Park with PCSO Steed being of the opinion that a verbal
education could be more effective than issuing parking tickets. Councillor G.J.Hatch raised the issue of inconsiderate parking at the entrance to Humphries Close and PCSO Steed would monitor this issue. Other matters raised that would be pursued included neglected ponies on the moors and a speeding motorist in the parish.

Cornwall Council Report
In the absence of Cornwall Councillor Mrs D.R.Watson there was no report to present. It was however reported that the 2 grit bins had been installed. Councillor M C Chorlton asked if Cornwall Council had relocated the grit bin from Jasper Farm to the Memorial Hall and would pursue this with Councillor Mrs D.R.Watson. Councillor M C Chorlton also warned members that the future of the 574 bus is in jeopardy with the proposed cuts in subsidies. Councillor Mrs D.R.Watson had
confirmed that Cornwall Councillors would lobby to retain the service. Receipt was reported of a letter from Liskeard Town Forum raising the issue of proposed cuts in concessionary bus fares and urged members of surrounding parish councils to attend the next meeting in November. Members confirmed that they would attend this meeting to support calls to retain the service and concessionary fares.

Matters arising from the minutes –
Minutes of the Property Management Committee:-

  • Pursuant to minute 67(b) the Chairman reported that the hot water system had been repaired although it was claimed there was difficulty in isolating the hot water from the heating system. Councillor M C Chorlton suggested that the problem could be resolved as the instructions were contained in the manual that accompanied the boiler. The Chairman confirmed that the
    contractor would not cancel the call out charge.
  • Councillor M C Chorlton reported that the consultation with youth on the proposed youth shelter was still in progress and it was resolved that as a result of this information a decision would be deferred until the October meeting of the council. Councillor Chorlton would report progress to the beneficiary. Councillor Chorlton also briefed the meeting on the training day at Duloe. Councillor Chorlton was of the opinion the day was very beneficial and some useful information had been obtained.

Reports:-

  • Pursuant to minute 71 Councillor W.R.Hawke confirmed that the neighbour had only consented to undertake locking and unlocking the gate on an ad hoc basis. Councillor Hawke did venture that the situation in the Sportsground had improved. Councillor Mrs J.A.Lawrence suggested that additional signage might act as a deterrent although it was conceded that this was only
    effective until it was illustrated that this was only a deterrent. The issue with dummy CCTV cameras was cited as an example. It was resolved to refer this item to the Property Management Committee for further consideration. Councillor M.C.Chorlton confirmed that the police were aware of the situation.
  • Pursuant to minute 71 it was reported that no personal list had been forthcoming from the Chairman of the Property Management Committee for new projects. Members were reminded that the Property Management Committee was due to meet in October and potential projects could be discussed at this meeting.
  • Pursuant to minute 71 it was also confirmed that the Bodmin Moor forum would meet in the Pavilion on Monday 19th October 2011.

Planning Applications –

  • PA11/05887 – Burnt House Garage, Dobwalls – Use of tyre shredding building for vehicle dismantling and breaking (together with associated sale of vehicle parts), storage and handling processing of general scrap in association with lawful use of surrounding land.
    Support.
  • PA11/06261 – Ivanhoe, Well Lane, St. Cleer – Outline application for the construction of three dwellings. (Demolition of existing bungalow).
    Council recommends refusal as insufficient car parking is provided in the application that will result in cars being parked in Well Lane on a dangerous bend with restrictive views (although Council would support an access off Trethevy Close). Council would also support a reduction in density from 3 dwellings to 2. (1 letter of objection had been received).
  • PA11/06233 – 21, Penhale Meadow, Liskeard – Proposed single storey extension.
    No comment. The Council considers the plan is incorrect.
  • PA11/06283 – Vandell, Tremar – Retention of decking to rear and make good fence.
    Support.
  • PA11/06384 – Methodist Church, Darite – Proposed change of use of unused Methodist Church to a single residential property.
    Support.

Minutes of the Finance and General Purposes Committee –

  • Pursuant to minute 17-11F Councillor Mrs S.W.Newns gave a brief report on the current inventory and suggested that more signage is required especially on locked doors. It was also suggested that broken chairs are disposed of and that the WI is asked to dispose of the chairs that belong to them. It was also reported that bags had been left outside of the garage.
  • Pursuant to minute 17-11 Councillor M.C.Chorlton presented the legionella monitoring report to the meeting. Councillor Chorlton highlighted some of the issues arising from the report and would investigate some of the problem areas. Councillor Chorlton also offered to investigate the longer-term maintenance arrangements (6 monthly) and review and report on suitable
    maintenance contracts or training. Councillor Chorlton also suggested that the Council nominate those that are responsible for the task.
  • Pursuant to minute 17-11 Councillor Chorlton confirmed the conditions required submitting and being successful with the QE Challenge fund. The essential factor would be to gain and maximise votes for the St. Cleer bid. Various methods of publishing and advertising were discussed.

Sportsground - The Council have been the victims of vandalism in the sportsground with damage caused to the football stand roof. It is understood that damage has also been caused to the decorative fencing around the war memorial in Well Lane. The Council urges local residents to be vigilant and report any instances of vandalism.
